Two New four-Lane Highways Approved in Bihar, Projects Started Coming from the Central Government after the Elections.

Bihar New 4 Lane Expressway : After the Bihar Assembly elections concluded and the Model Code of Conduct was lifted, development work has begun. As soon as the elections were over, the central government granted two major gifts to Bihar. Financial approval has been given for two national highway (NH) projects in the state. Once the tenders are issued, the goal is to start construction of these two four-lane highways within the current financial year. The roads that have received approval include Khagaria–Purnia and Muzaffarpur–Sitamarhi–Sonbarsa. The combined length of these two roads is 233 kilometers, and approximately ₹6,000 crore will be spent on them.

After financial approval, the final approval for these two projects will be sent to the Union Cabinet. According to NHAI officials, the two Bihar road projects—Khagaria–Purnia and Muzaffarpur–Sitamarhi–Sonbarsa—are to be constructed. Currently, both roads are two-lane, and they will be upgraded to four-lane highways.

Before issuing the tender for road construction, approval from the PPPAC (Public Private Partnership Appraisal Committee), chaired by the Secretary of the Department of Economic Affairs under the Union Finance Ministry, is required. Bihar had already submitted the proposals for approval. Now, the PPPAC has granted approval for both.

With financial approval granted, the way for issuing tenders has also been cleared. The committee has approved the construction of the Khagaria–Purnia highway under the HAM (Hybrid Annuity Mode). Under this mode, the construction agency will bear 60% of the project cost, while the remaining 40% will be borne by the central government. After the construction is completed, the agency will recover its investment through toll collection.

Meanwhile, the Sitamarhi–Sonbarsa four-lane highway will be built under the BOT (Build-Operate-Transfer) mode. This means the construction agency will bear the entire project cost. However, the central government will provide financial support to the agency during construction. The agency will recover its investment through toll collection.
